Generally speaking, law enforcement agencies that consistently uphold ethics are more effective and foster a climate of mutual respect between citizens and police officers. Concerns and questions about ethics and ethical behavior get harder to answer as cultures develop, and the standards themselves get more complicated. This book is an integration of values education, police ethics and police community relations (PCR). Initially, it covers the general concepts and foundations of ethics with emphasis on the right Filipino values for national transformation and reformation of the Philippine police system.
