Law enforcement has crystalized into a profession. Police academies and training schools have established, and periodic investigation seminar-workshops are being conducted in order to indoctrinate police investigators more thoroughly in the maintenance of law and order, in the proper investigation of reported crime incidence, in the apprehension of lawless elements, and in the preservation of physical evidence eventually found at the scene for proper presentation to the prosecutor and subsequently to the courts. In discharging his official functions, a police investigator must be sufficiently skilled in his work so that his efforts may not be nullified or useless by reason of violation of the fundamental rights of any individuals. Investigators are frequently confronted with unexpected hazards which may be jeopardized not only their personal safety, but also the case currently under investigation.
